Call for making sustainability a key driver of public procurement in Europe

With Business for a Better Tomorrow, we welcome the European Commission’s Public Procurement Act as a turning point away from the lowest-price logic.

The direction is right, but the rules need more precision to make a real difference. We call on co-legislators to set a minimum weighting for social and environmental criteria, to back “Made in Europe” with real local value creation, and to turn optional sustainability criteria into actual market demand. We also call on them to make public tenders more accessible to SMEs and impact-driven businesses.

Public procurement accounts for 15% of the EU’s GDP. The Act is a decisive opportunity to turn public spending into a driver for Europe’s resilience and sustainable prosperity. Using it to reward the businesses that create societal value is one of the strongest levers we have to make impact profitable.
